Your car window was smashed and your stuff stolen.
One of the things stolen is a cell phone.
You work for the Cell phone company and through new techknowlegy you find out who stole your stuff.
The police won't do anything because "There is no proof"

What would you do?

I understand that they won't get a warrant for this because it is minor, however, getting a warrant for this is wouldn't be that much trouble (at least not here, in Ontario). The problem would be that you would need to get a second warrant to search the person's home (the first warrant would get the name of the person currently using it I assume?). In order to do that you would have to prove that they live there and that the phone was in the house. It also could be that the person who currently has the phone bought it from someone else and does not know it is stolen (that's what they'll say anyway). You'd have to prove that the person holding the phone KNEW it was stolen for them to get charged with possession of stolen property. Unless they admitted to the theft you couldn't prove they actually took it. In this case, though, you would get your phone back as the person could not keep it.
If you make some phone calls and/or send letters to the police service administration asking that something be, there is a good chance that they will. Squeaky wheel gets the grease.

Has this really happened or is this a "what if".

If you could prove that this guy has been using your phone, and you can prove that it's your phone, I would think thats all the evidence in the world you need.

I'd write to my mp. I'd write to the newspapers and I'd sue someone - the thief (it is illegal to receive stolen property, still), the Chief of Police, anybody.
