Yes they can but it depends on local government and business.

Absolutely yes. I take them to my local grocery store (Albertsons) and they have a bin for recycling plastic bags. Better in there than blowing around in the wind.

I believe "re-used" would be the more accurate term. I don't know if they are recycled into raw material to create new plastic bags or other products.

yes they can local convenient stores offer to do it for you. paper,plastic and glass can be recycled. i enjoyed your question. in some areas they give you your own recycling garbage can. you can recycle in select places or take the items to certain places. please recycle ,reduce,and REUSE!

Where I live Walmart and other supermarkets have receptacles for plastic shopping bags.
