If I have the latest JRE do I also have the latest JVM?

Not necessary, you need to have JDK for the latest JVM. JRE is used for mobile computing, launching Java Scripts in browsers(like Java plug-in). Also while downloading JDK make sure that after installing you have javac.exe file in either bin/lib folder of jdk version otherwise you won't be able to compile the program, another common flaw. javac.exe file is must for compiling and executing java programs.

That's what JVM means, JRE means Jave Runtime Environment, two different animals.
