I would apply for renewal about 6 months from expiration date.
My passport expired in February of this year (2007) and I renewed in November 2006.( I needed my passport for a trip in October 2006) It took 6 weeks to renew. I would have done it earlier but I needed it for the October trip. I hear it's taking 10-12 weeks now with new requirements.

I heard and I don't know if this true, some countries won't let you in if you have a passport to expire within a 6 month period.

You should start thinking about doing so within the next couple of months. Most countries will not issue you a visa with your passport expiring in 6 months or less. So if you think of it that way and with the current delay in processing, doing it now would not be too soon.

to travel, you must have at least 6 months left on your passport. It would depend on when you want to go and how long the passport office is currently taking to process them. If I were you, I'd re-apply in about 3 months to be on the safe side

depending on which country you're from, but if you are planning to travel any time soon, ur passport has to be valid for at least 6 months more during ur travel... so start counting!

but i think you can also just apply for a new one anytime. they'll just cancel the old one anyway...
