How many times have I killed English language in following text?

Lately Italian Parlement passed an act (legge[act ] 8 february 2006, no. 54) that emended civil code provisions about child custody (art.155 and following).

Under new provisions, as a rule, the judge orders a joint custody to both parents.
But a judge can decide otherwise and give custody to one parent only; in the latter case the judge has to detail why in his opinion.

I don’t know cases about one foreign citizen’s children decided under the new law.
But usually a judge has to reckon with risk that his decision could not be enforced in a foreign country (ie that the foreign parent don’t gives back child when deadline comes).

I don’t know how cases regarding a foreign citizen’s children will be decided under the new law. But usually a judge has to take into account the risk that his decision would not be enforced in a foreign country (i.e. that the foreign parent won’t give back the child when the deadline comes).

I do not know of any cases decided under the new law where one of the parents was a foreigner.
However, a judge has usually to face the prospect that his decision might not be enforced in a foreign country (ie that the foreign parent fails to return the child by the appointed date).

I counted at least eleven, most of which could be easily fixed if you had "the" in your sentences. It's all understandable, but it's not phrased in a manner a native speaker would use or is missing something (like "the", as I've mentioned).
