The sagging plaster ceiling (2X5 ft. section) seems stiff and doesn' t flex much. There are no huge cracks, just the sag. I think the plaster might break more if I push it up to make contact with the lath. Please offer advice and suggestions on this procedure.

Don't try and push it up int the middle. Start where the plaster is fairly well attached around the edge of the area work around the edge of the area working closer to the center in a concentric fashion. Working is this pattern will pull it up slowly and minimize the likelihood of cracking. Also don't try and over tighten. You can go back and tighten the anchors after they are in place and can pull it up slowly and evenly. Just go slow and I think you will be OK. I hope that helps. I forgot to mention they also make a adhesive you can inject behind the plaster is doesn't replace the anchors it is in addition to, just a added measure of fixation.

As I said before, unless there is evidence of a leak, ie staining, your sag is because the keys broke, from age and vibration.

Yes, there is probably a leak that is causing the sagging. I'm sorry to say, but you'll probably have to redo the plaster, or just put in drywall. Chances are, the lath underneath is either rotted or warped as well. I'd reccomend drywall or ceiling tile (after you fix the leak of course) because of the lower price and quicker installation time.

First you need to find and fix the LEAK that is causing the sag. Replace it then.
