When these kinds of questions come up, I always wonder about all the stuff Christians (in this case, OTHER Christians besides the JW) routinely do that isn't in the bible.

I don't recall a mention of deacons in the bible. Elders, yes... disciples, yes... deacons? No.

Pastor? Reverend as a title for a minister? Nope, these words weren't mentioned in the Bible.

Sunday School Teachers. Are these mentioned in the bible?

Air conditioned church buildings, when early Christians met outside or in private homes

Printed bibles in luxurious bindings when early Christians didn't even know how to read much could they afford a Bible if one had existed (which it didn't).

How about nursery attendants?

How about the cleaning staff that takes care of the church building?

Does the Bible mention pulpits? Pews? Silver serving plates and disposable plastic cups for communion?

Where in the Bible does it call anyone a Christian?

1 Timothy 3: 1-7: "If any man is reaching out for an office of overseer, he is desirous of a fine work. 2 The overseer should therefore be irreprehensible, a husband of one wife, moderate in habits, sound in mind, orderly, hospitable, qualified to teach, 3 not a drunken brawler, not a smiter, but reasonable, not belligerent, not a lover of money, 4 a man presiding over his own household in a fine manner, having children in subjection with all seriousness; 5 (if indeed any man does not know how to preside over his own household, how will he take care of God’s congregation?) 6 not a newly converted man, for fear that he might get puffed up [with pride] and fall into the judgment passed upon the Devil. 7 Moreover, he should also have a fine testimony from people on the outside, in order that he might not fall into reproach and a snare of the Devil."

1 Peter 5: 1-3; "Therefore, to the older men among YOU I give this exhortation, for I too am an older man with [them] and a witness of the sufferings of the Christ, a sharer even of the glory that is to be revealed: 2 Shepherd the flock of God in YOUR care, not under compulsion, but willingly; neither for love of dishonest gain, but eagerly; 3 neither as lording it over those who are God’s inheritance, but becoming examples to the flock. 4 And when the chief shepherd has been made manifest, YOU will receive the unfadable crown of glory."

Peter's words apply with equal force to overseers in the congregation today. The responsibility is the same today as it was in the first century, namely to shepherd the flock of God. we are very blessed to have such caring individuals through out the world to help us and to be such fine examples.
Because the congregations are in so many places (236 countries worldwide) it is necessary for areas to be divided into circuits and districts, and I really don't know what your issue with this is...but it is all done by organization and arrangement, so as to best serve the needs of the congregation, and those who we hope to reach with our message of God's kingdom.
