I'm no trained professional but I love training dogs. I've trained our dog to many tricks and commands.
I typically work with the idea of rewarding and disciplining. If the dog goes in the house, discipline harshly in a way the dog can understand, a short loud "NO!" said a few times. I have a friend who is struggling and she says "We don't go to the bathroom in the house." Do you think the dog understands that? No way. Dog's can read emotions and can pick up on intonation. So again, short, powerful, "NO!".
When the dog does something you like, praise, over and over so the dog knows what he/she just did is good. I usually praise the dog verbally, "Good Girl" in a very pleasant voice, while petting her and rubbing her, and also giving her a treat (choose or even small training treats).
It takes time. But you can train your dog. You just have to be consistent and follow through.
Our last dog would ring a bell when she had to go outside. She didn't come with that knowledge she was trained. Our current dog can decipher between "Couch" "Chair" "My Room" "Sit" "Stay" "Speak" "Paw" "Rollover" (notice all commands are short, distinct, one or two word commands).
It takes time. People marvel that we have a well behaved dog...but it took a lot of work.

You need to persevere with the training. I have a female border collie who is 18 months old and she goes to the toilet on command. If i take her outside and say "do wee-wees" (lol) she does one. She has being doing this since she was about 12 weeks old, i would reward her when she was doing a number one and say my command at the same time.
they are such intelligent dogs that you really shouldn't have a problem if you persevere with it and make a big deal when he goes outside. They really love toplease you and will continue to do so.
My dog also doesn't dig holes. She has loads of toys and a kong in which i place peanut butter etc every day to keep her amused. they are so highly intelligent that they need mental stiumation or they will start to destroy things around the house, dig holes, jump fences etc. Provide him with things to do in the yard and you won't have a mess to clean up.
remember, reward, reward, reward.

Border Collies are very high energy herding dogs that need to be run and trained as a sporting dog.
I think your dog might be trying to tell you that he wants to be outside.
I had a border collie and had to either hike with him for an hour a day or on a rainy day he was trained to fetch tennis balls.
I also was bitten 7 times by an untrained Border Collie mix -dog last year... these breeds are wonderful but can be a handful.

one word.... desiplin
you have to show him who's the boss if he digs holes don't beat him but like simply swatting him on the rear or just simply sending him to a doggy school but that cost more than just a few dollars for some treats when does something bad.
Oh a one last thing which is one of the best strategies is to get a spray bottle a put water in it and when he does something bad squirt him with the bottle , it might sound lame but it helps a lot or works all depends on the dog

If you get a crate and put him in there, do not let him out until he is no longer whining. As soon as you let him out, praise him and let him outside. Use short commands. "Hurry-up". If he does not go, then put him back in the crate. Increase the crate time until he no longer whines. At night, put him in the crate too. It is hard because you love them, but dogs need a "cave" and the crate becomes their home. Be consistent and do not let him be the head of the household. When he has accidents, do not yell at him, just take him and put him outside. It will take him some time, but you have to use the commands and crate to break him of this habit. If he is a smart dog, he will learn. Soon he will want to go potty outside in order to get your praise or a treat. Make sure to praise him a lot as soon as he goes outside.

First you need to establish dominance over your dog. Take a bit of a firmer hand with him. No, I do not mean beat him senseless, but if you catch him trying to go in the house, firmly grab him by the scruff of the neck and give a gentle shake while you say "NO!" firmly. Immediately, take him outside on a lead and wait for him to finish his business. Then lavishly praise him for good behaviour. You could also crate train him. It has worked miracles for my resistant Siberian puppies. It only takes about a week or two to properly crate train a dog and establish good habits. Also, you will need to thoroughly remove all remnants of scent posts he has created in your home. Us one like SCOE 10X, and the smell will be destroyed. If you do not remove all of the scent posts, he WILL continue to go to the bathroom in your home.

Try dog training pads. Put them only in ONE place. When you see your dog relieving itself, direct your dog to the pad. Once your dog starts using the pad by itself, start moving slowly towards the door ( a couple of inches a day) once the pad is completely outside, your dog should start letting you know when it needs to go. Buy him a belly band. You can get them on Ebay and most pet stores. It is a strip of fabric that will go across his belly and cover his private area. Then if he tries to mark in the house it will be absorbed by the belly band. You can then tell him bad boy and take him outside. If he poops in the house...tell him no......clean up the poop and place the poop outside in an area that you want him to go in. Take him with you outside and show him where you placed the poop and say, GO POTTY. This takes consistency and repetition but it can be done. Lots of patience needed but he can be trained.

doggy school..??
actually back when I was studying psychology we learned about a man named Ivan Pavlov... he used different techniques to study memory and stimuli. He called this "Conditioning"
There's an interesting experiment he did on his dog.. "classical conditioning." My professor joked around saying we could train our boyfriends to do as we wish. But if you do some research on it or follow my links you can learn how he did it and maybe you'll get some ideas.
The most important thing to remember is to REWARD the GOOD.. NOT PUNISH the BAD!!!!

Try crate training; my girlfriend always put her dog in the crate when she was either out of the house or in bed. This taught the dog to not go in the house.
