This answer is based on the assumption that God exists, which I do not believe.
First invalidity of question. Given that time is a characteristic of the universe itself, there was no time prior to the universe being created. Therefore, one cannot say that there is some time 1 billion years before the beginning of the universe. Thus the question is invalid.
Second invalidity. With the standard definition of God, we assume he is outside of time. As such God occupies all time simultaneously and does not experience events in some linear sequence as we humans do. Therefore, he does not do something 1 billion years before the universe, he occupies that condition now as he occupies all times right now.

My very own opinion is that God/s have been created at a time whilst technology become relatively understood. human beings felt the ought to appreciate the place they got here from so as that they "had visions" that there is an more desirable potential that creates human beings. i do no longer have confidence in the bible or serving God, yet I do have confidence in God using fact our souls had to be created finally. our bodies developed and our souls created. Nothing has been recorded in any scripture that I know that tells us what God did a billion years ago. We do know that at a certain time ordained of God that He and His Son, Jesus Christ, went down to organize the matter into earth as we know it (see Genesis in the Bible and the Pearl of Great Price).

He was ruling the earth, just like he's gonna do after this age is over.
The manuscripts (which are not taught in most churches) state clearly that there was an earth age before this one, and that we all lived here. Satan caused a great war, and God destroyed that age that was, and brought in this flesh age. After Christ returns, and after a 1000 yr. period of teaching and disipline, the judgement occurs. After that, we all live right here on good ol earth once again. It will be restored to what it once was, fillament and all.
