Usually before 2 children do not have the muscle control, but they also need to be interested.
Is your daughter showing an interest like asking to go with you into the bathroom? Can she pull her pants down on her own? Is she able to tell you when she has to go and can go 3-4 hours dry? These are all signs a child is ready for potty training.
My eldest had no interest till almost 3 and was in pull-ups for a long time. My second started when she was about 2 and was in pull-ups for about 3 months and 'decided' she wanted big girl panties and that was it (at night too!). My youngest wants to do everything big brother and sister do - so he is already interested. He has told us a few times he has to go, but we rarely make it to the bathroom in time. Then there are the times we make it there, but not on the potty soon enough (oops!). He know the "gotta go" feeling, but not the "going to need to go" feeling. Good Luck.

All kids are different. I've had girls potty train as young at 18 months, and as old as 3 years.
Here are my tips to readying your little one:
Get a "potty training" book and read it frequently in the bathroom.
Invest in a good training toilet and step-stool (Not the cheap wal-mart ones), something fun for her.
Never push her to go and never get upset when she has an accident.
Don't be over excited when she does go. Remember, it's HER accomplishment.
Take her with you when you go, and explain everything that you are doing. Then, let her flush.
Make potty time bonding time. Many kids want to stay in diapers because they are afraid of losing that close interaction with their parent(s).
Don't use pull-ups, get regular "big girl" underwear, and something called rubber pants (Cheap to buy at wal-mart or target.)
Lots of positive encouragement.
Ask if she has to go every 20-30 minutes
It takes time with some children, but if you make it into a fun activity, they take to it much better.

A child has to be ready to be potty trained..it does matter on the age. My kids were both 2 when they showed readiness.

Around 2 years old or when she starts taking off her own diaper. That mean she's ready to sit on the pot. Make it a fun and enjoyable experience and reward her each time she goes potty with success. Don't be too harsh when she misses though.

my daughter actually potty trained at 13 months, I know how lucky, what I found to be a good time to try is when they are walking with out balance problems, if they can walk across a room with out falling over its a good time to introduce them to the potty and find out if they want to or not, my lil girl did my boy has no interest but to chew on things, with him we will try again in a little bit, but we will keep testing him every so often.

when a child is about two years old is a good time. we got my neice a potty at two and she was trained in one weeekend. you can't wait for a two year old to tell you they need to go potty, it is up to you to say lets go potty. don't ask! tell them lets go potty if they say they don't have to go, tell them to go try anyway, 9 out of 10 they will go! you have to think about, a two year old rather play than pee, so you have to be the adult and make sure they go. take them to the potty about every hour or so, especially if they have access to juice or water all day. be consistant, a lot of people don't pay attention to their children, so stay on top of things and be patient. don't get easily upset if they make a mistake, cause they all do. good luck.

If they can tell you that they have pottyed or can take off their diaper then they are normally ready. go ahead and get the potty and start introducing it to her and when u go take her with you

When they can tell you that they have a poop diaper, that's when they are ready to be potty trained.
