It depends on where you are going. Most english speaking countries don't require you to get a new license when in their country to drive. I am not sure about non-english speaking countries though. When I lived in Australia, I was allowed to drive as long as I have my American drivers license and passport on me. I never had an issue.

If the DMVs are anything like they are in America over seas, I might think twice about getting a license somewhere else... you'd like to think that America would be efficient right? :)

Go to any AAA office in your home state and apply. Must take your drivers license and another form of ID. There is a fee, not sure what amount.
When you go to another country, you must carry your valid state driver's license along with the International driver's license and your passport, when driving out of country.

The international drivers license is a complete scam.

They are not valid in the United States. It is a scam that steals money from illegal immigrants in the US.
