Two reasons:
1) You can't just dress someone up in a uniform, shove a gun into his hand, and point him in the direction of the battlefield anymore. Modern fighting forces require technical training and coordination among different contingents and resources. And even if the Pentagon were to provide prisoners with the training necessary for modern warfare, they wouldn't be able to trust one another with any certainty. Neither could their commanders trust them to carry out orders and not try to escape. These people couldn't obey society's laws.
2) We have a constitutional ban on cruel and unusual punishment.

How can they fight if they are inside the jail. If you will be their President, give them freedom to be free from jail and send them to war to fight your enemies but be sure they will fight for you.For your security reasons hide from them, they may turn their anger to you and will assassinate you and that will be the end of your life.

Well, prisoners are generally considered untrustworthy, so what would stop them turning on their former incarcerators and helping the enemy ?
