In germany, the school system is split in three types of school, in the lowest, one foreign language is required (english), in the highest, two (english and usually either french or latin).Since there are lots of russians in germany, in some schools russian has been offered as second foreign language as well.Some schools offer a third foreign language, usually latin for those who took french as 2nd language.
2 foreign languages are required to get permission to go to university, where you usually have to learn a 3rd and often a 4th one.

In most Western European countries English is always taught, but generally more languages are taught than in this country.

In France, Spain, Italy and Portugal the languages are all similar (Romance languages) and therefore are easier to learn.

I can tell you about Germany from my own experience. Most schools will teach English, French, Spanish and Latin. Depending on the school you go to, you can also learn Ancient Greek, Italian and Japanese (that I know of).

In France they learn mostly Spanish,for it is far more easy than English.
In Germany they learn mostly English, but less than 10% of the Germans can tell you they are bilingual

In France they would also teach German, as well as English, Spainish, Itailian Etc.
