I grew up on a farm in Kansas and I would put my money on the cat. Prairie dogs are usually pretty reserved so I think a cat being much more agile would win the fight.

The cat would win. Cats can and do hunt prairie dogs when they are available. Because of thier size they may get to bite a cat if the cat has not caught them before but the cat would win.

I know of a population of feral cats in our town, and they "nested" in a several acre field with a prarie-dog town. within a year, there were no more prarie dogs.
A prarie-dog is prey to cats, who are natural predators to that type of animal.

Cat-no doubt.Where people live nr prarie dog towns cat owners often get them as gifts instead of mice and rats.

In general given a cat and another animal of roughly equivalent size, bet on the cat. Pound for pound cats are probably the best fighters around. They are optimized for fighting, through evolution.
