Well, I know he is not black but with out knowing his actual race I am unable to give you advice on how to handle this problem. You will need to provide me with more information in order to properly ascertain the appropriate course of action. ;)

When all else fails talk to them in a respectful manor about the" borrowing". For some reason taking pens and office equipment seems to be a favorite sport of many people. Put your items where they can not be "borrowed". In drawers with locks or in your pockets. Buy a lot of cheep pens with the company logo on them and live with the situation.

I would ask him why he is stealing your pens. Then lock them up in your desk. As for playing chess during company time, this is something that your supe should be involved in. He's stealing from the company and that's not right.

Smack him in the head, tell him to stay away from your pens gangsta style.

Yell as loud as you can at him when hes playing chess in the computer, preferably when there is a lot of people that is near or would turn their heads towards you.

Say, " You lazy btch, get back to work and stop playing chess or ill tell everyone you are gay!"

Steal his pens right back and keep working evidently your boss will fire him for lazyness. As for the chess part I have no idea what to say to that.

buy him a box of pens, and then "lean on him"

Here's how:

1- be 100% sure it's him
2- make sure your alone
3- give him the pens
4-get him to stop talking and start listening by leaning in very close to him and saying something very clear and assertive like "shut the **** up and listen to me" or "look at me"
5-tell him "the next time anyone takes anything of mine bad things are gonna happen to you and you alone."
6- walk away, do not respond to anything he says.

If he takes anything again stab him in the larnyx with a pen.

Just kidding - Call his mother! seriously! Tell her her boy has been stealing pens and ask her if she raised him to think that's ok.

Hot glue his chess pieces to the board...or his desk.
I had a problem with people taking my supplies from my desk and finally I threw a fit and cussed real loud, and slung stuff across the office. After that it stopped.

Stop carrying a pen to office and start borrowing the same from them.

Let him/her see you sucking on your pens and cleaning your ear with them... the thefts will stop! As for the chess, that's the supervisor's problem.

The easiest and most effective way of dealing with this is to e-mail him or talk to him and ask him to stop taking items from your desk. If it continues, ask him again and if it still continues talk to your manager. If the pens are company bought they are not really yours either however if this person is taking your pens then deal with it.
