I mean if some one said he/she will sell me a phone and I even send that person the requested amount of money. But later that person starts playing trics. To which institution should I launch a formal complait?

You don't have to go to any institution...send me half of what you lost and i will try to recover the rest of your money....

Cut your losses, you most likely have been scammed. Don't send any more money or information to them. SORRY. Even in the USA scams like this can go on for many years, all they do is change names and locations. Thousands of people are targeted, you just got caught. Read and check their credentials before sending any money or personal information.
