perfect hip score for any breed is 0-0 that means perfect hips!

I know by German guidelines, A1 hips are perfect, A2 are almost perfect and A-3 are slightly dysplasic. All three are considered A-stamped but A1 is what you want to look for.

Depends on the rating system - OFA "Excellent", PennHIP .0 or German "A" Stamp "Normal" are all perfect hip ratings for GSD
