I would think probably was originated by every 2 yr old in the world for those r the words that come out of there mouth when they first learn to talk cuz they r just learning n r like a sponge and want to know everything.lol...Whoever put together the english language was part of the 4 w's and sometimes y cuz in school that is 1 of the first things u learn in English class.

These concepts appear independently in all cultures and all languages, I doubt anyone can claim the patent rights.
You can say the cavemen did:
"How can I kill that elephant?"
"Why are elephants so strong?"
"What will I eat with the elephant?"
"Where did the elephant go?"
