It varies depending on which act of Parliament you are dealing with for instance a public place in the road traffic act is different to one in the public order act.In some definitions it is any place in the open air to which the public have access in others it is any place to which the public have access on payment or otherwise.You need to be more specific.

Any place where members of public have reasonable access, paid or unpaid.
Carparks during opening hours, football stadiums, communal stairways, pubs, hospitals have all been found to be public places for the purposes of enforcing the law.
Judges have found people guilty of public order offences in a communal stairway, and guilty of drink driving in a car park.

It's a bit difficult.
For instance, you cant take a dump in the middle of the street. You can take a dump in a public toilet.
But, you can't be fellated in a public toilet, so obviously that's not a private place.
