first of all, nothing is earth-quake proof

base isolation is a way to separate the ground movement from the structure movement or technically..

since the ground will have a certain frequency, and the structure a different one, islolate them from each other.

the base isolators to to minimize the "hard" points where force would build, and make the foundation contact more flexible. The size of the base is a function of the soil properties of the site, distance and magnitude of know fracture zones, size and weight of structure

Base isolation will work on the "p waves" or shear waves (back-forth), but not the "s waves" (up-down)
