The fact that you just moved into a new place tells me that your cat is not comfortable in your new home. Cats take a while to adjust to new surroundings. The best thing you can do is to keep a squirt bottle handy and every time he goes by the door, squirt him. This will tell him that its unacceptable. Keep his other toys away from the door and preferably in another room.

Good luck

Cats don't take well to change, so he maybe meowing at the door for that reason.
Is the cat neutered?
If not that is more than likely the problem...there maybe an unspayed female in the building and he's calling to her.
If he is neutered it's still possible that there are other cats in the building and maybe your neighbors allow them out into the hallway and that's why he's meowing...because he hears them.

He's just exploring!!!! Let him in the halls, why not? Stop when u actually get a written complaint letter. Otherwise, its fine! He's just bored. Let him see the elevator, he know people come & go, he just wants to know how?
Let him know when he has to come in say when a certain cat hating neighbour comes, your cat will get it. Cats are smart. Just curious!
Talk to him more.
As for the first reply u got from someone suggesting u squirt him!!????? Thats animal abuse by the way. Don't do it. Thats just a dumb cat owner.

.. wow .. dont think you can stop the meowing .. Try some Cat Nip Filled Toys maybe , or bring kitty into your room at bed time, so the Meowing Only bothers you .. .. thats a hard one .. good luck !

give him time and buy him some of those little mice that cats bob around (you know the kind they are made of leather and really small, rub cat nip on them and scatter them around the apartment, make him feel the place is his.
