Immigration attorneys can practice anywhere, since immigration laws are federal. You can, for example, hire a New York lawyer even if you live in Iowa. I know of several excellent immigration lawyers; one in New York, one in DC, one in Texas.

Since I don't know where you live, I can't recommend an atty, but call your state bar office and ask for a referral to immigration law attys. This is a very specialized area of law. Is your friend in INS custody in the U.S.? If so, get an atty from the city where he is being held by calling that state's bar association. If he has already been deported, use an attorney from the city he lived in before deportation.
