if you feel you have a close friendship that could grow into a good relationship then yeah, go for it! start dropping hints that your interested, flirt, etc. and make a joke about u 2 being a couple, use this as an oppotunity to say that she would be a great gf etc just as a passing compliment. see how she reacts to all this, if you feel confident she might be interested too, tell her how you feel. do it over a slightly more formal version of what you normaly do togetha, so she knows you want to talk about somethin serious, and she has thw opotunity to drop a hint shes not intrested. ie, if you always hav coffee, have lunch, if you always have lunch have dinner etc. prepare a few sweet things that you want to say, but mostly keep it natural and dont plan a speech.

Talk to her about how you feel and see if she feels the same way. She may be reluctant if you broke it off the first time but if you have become close then maybe she's been hanging on in there waiting for this moment.
