It doesn't allow them to, it just can't do a lot to stop them.

Most are actually paid advertisements. They are formatted as answers to lure more people in particularly the young and gullible.
If you've ever played Yahoo Spades, you would see in the room chat very obvious advertisments usually for something related to sex, but they were always formatted to appear as if a regular player were generating them when in fact they were advertising robots.
You have to remember, Yahoo does not create these forums for no reason. They generate money for the company and the major way to do that is advertising.

Yahoo waits for us to report them and then deletes the ads. However, Yahoo takes their own sweet time about deleting them. I've seen some of them sit there for over 24 hours before someone at Yahoo got around to taking them off.

They don't. If it is reported , it gets removed.
I know the Team gets a lot of stick it deserves, but even I can see that they can't be expected to read every answer to every question.

It doesn't allow them. When they are reported, they get deleted - both the answers and the users.

If they do actually allow them to, it's because they get paid.

It doesn't, but it needs them to be reported so they know who to ban.
