Obviously, you get better sunsets than sunrises, since the ocean is to the west. But if you are looking for a nice sunrise, try these spots:

Top of Mount Hollywood: Right above the observatory in Griffith Park, you can get an excellent vista of the city. Hike to the top is about a mile or so, not too strenuous. You might have to check with the ranger station to see what time the Vermont gates open, or make the walk up to the observatory from the gates. Right now, since DST just kicked in, the gates open before sunrise.

Mount Wilson: Not in LA, and about a 30-45 minute drive up highway 2 from LA. But you are about 4000 feet, and should be able to see all the way to the ocean.

Sunland: There's a cross visible above the 210 freeway, off of Sunland Blvd. Once again, a short hike is involved. However, the view is worth it. They have Easter sunrise services here.

Malibu: Pt Dume State Beach, Malibu Pier, or Malibu Lagoon- Since the coast runs east-west here, this is a good place to watch the sun rise, usually over the edge of the water, depending on the time of year.

Long Beach: The Queen Mary also has nice sunrises.:

Well, okay, you know you can't see it over the ocean right? The sun sets on the west coast, and rises on the east coast...

For a beautiful sunset, go to any of the beach restaurants in Malibu. Have fun!
