No, leave your turn signal on, but allow the other vehicle to pass. The purpose of the turn signal is to inform other vehicle operators of your intentions. If you turn it off and wait until the vehicle passes, other vehicles might think that you changed your mind, and you could end up in the same situation with another vehicle. By leaving it on, You are telling the other drivers behind you your intentions.

Nah, because you are letting the cars behind you know what you are trying to do and they should make allowances for that. The guy in your blind spot was in a position of either making that allowance or getting in front of you in that lane. Depends if he was paying attention at the time or looking at something else.

Since your signal is letting everybody, not only this guy, know what you are going to do, you better leave it on.

leave the signal on so that he sees you signaled that your were getting ready to change lanes and you did nothing wrong.

That is very prudent. However I don't think most drivers are paying enough attention to your signals to make it worth the effort.
