yes,
Insert - Break, then click on section - press ok
it will devide your document in 2 section.
Now on header footer. You will get it from Page Setup from file menu (not joking) here you have to mention the section from which section and which header will be applicable.
best of luck.

MS Word is a little picky on this one.

You must first insert section breaks: Insert>Break>Next Page (assuming you want your new section on a new page since you want a different header/footer).

Next, View>Header and Footer in your new section. The Header/Footer Tool bar should pop up. You must click on the "Link to Previous" icon to end the continuity of the header/footer of the previous section on that toolbar to start a new Header/Footer. Note, that text from your previous Header/Footer will still be there, you must edit it with your next text for your new section.

Then, edit your new Header/Footer as desired.

If you change your mind and want the same header/footer from one section to the next. Just do View>Header and Footer. Then, click on the "Link to Previous" icon again. You will get a warning box that it is about to make a change and click OK to complete the change.

I wish I could do screen shots in this answer, because it would make more sense if you could see it. It is a much more complicated process than it should be.

I don't know the answer to this question, but I had to respond because you said "In plain English" I know what you mean by that term.
