Making cement stepping stones with stained glass, how to prevent bubbles forming in bottom of pan?

You need to use "goose juice" it is a spray that is put in the bottom of the mold before the you lay the glass and resist down. Also you need to be sure to put the stepping stone on a solid board and gently tap the board, this releases the bubbles and removes them from what will become the top surface of the glass.
