It's " My love is in the roads of the town. It's of little importance where he goes in these divided times. [or times of division]"

Seems to be a bit of poetry.

The 2-nd part doesn't make much sense. Maybe if you'd given me the context...

Peu importe ou il va......
"IL" may be for love: amour. or for lover:also amour
so no matter where 'it' goes or where 'he' goes.....
'it' or 'he' may fit depending on what follow.....see??
