First you must live in one of the 36 states that allow civilians to own silencers. Second, go to the www.subguns.com website and download the ATF form 1, or request it from the BAFTE website. Fill out the form, get the local sheriff to sign it, attach fingerprint cards, photos and sent it in with a check for $200. Wait 1-3 months for approval. When you get it back, you can start to make the silencer.

For a 22 rifle (rimfire), all you need is aluminum tubing and barstock. Use a lathe, drill bits, and a reamer to make baffles with a conical shape. If you use 1 inch tubing, then you can use a 7/8-24 tap and die to thread the tube and end caps. Most people use 1/2-28 threads on the muzzle to attach the suppressor. The threads must be nearly perfectly straight to the bore or else the suppressor will mount crooked, and this leads to baffle strikes when fired at best, or complete destruction at worst.

Forget about using potatoes, bottles, or anything that obstructs the muzzle, they are not very effective and can be dangerous.

There is no federal law requiring a civilian to have any permit or license to own, buy, sell or make a suppressor. All that is required is to have the required tax stamp as proof of legal ownership. Dealers, importers and manufacturers are required to be a class 1, 2, or 3 FFL/SOT to have any title II weapons (machineguns, short barreled rifles/shotguns, silencers) as their business.

The word silencer is a legal term used to describe anything that reduces the report of a firearm. It is also a marketing gimmick used by Maxim when he sold his first suppressors over 80 years ago. Even with a good suppressor, you can expect your rifle to be about 120 decibels, but this is 100 times quieter than one making 140 decibels of noise.

The below poster named H is a good example of what is wrong with some Americans. He says that suppressors are illegal in Texas and the USA, but he is unable to name a single law that bans ownership of NFA silencers, because there are none. He also claims that his fellow police and DA’s would arrest and prosecute legal owners of silencers in Texas (we exchanged e-mails). In short, he is a liar and a fool.

What is it with all the interest in suppressors on Yahoo Q & A??? How about just getting some hearing protection? Suppressors are bulky, impractical, largely ineffective and quite illegal. Don't risk a federal firearms charge on hearsay advise. Even if a person were to comply with the so-called requirements, he'd be hard-pressed to explain being in possession of a suppressed weapon anywhere but on his own property. 911 changed many things.

Before concealed carry permits came along a lot of people in Texas were convinced that it was lawfully to carry a handgun so long as it was in plain view. A lot of people ended up getting arrested, because since the days of the Old West open carry has been illegal in Texas. Again, before concealed carry permits people could own handguns, but COULDN'T CARRY THEM. Even with a concealed carry permit you can't flash one, draw one, rudely display one or shoot someone without risking a homicide charge.

What you really have to ask yourself is this, "Do I REALLY need a silencer???" Buy some earmuffs, dude!

You don't want to try to make a suppressor, unless you want to risk 10 years in the Federal pen and a $10,000 fine!
