You can only help someone who wants help. Clearly his public behavior is unacceptable by law and any level of social acceptability.
His dreams, plans and what he does with his girlfriend is his business.
You should say to him that if he pleasures himself in front of people he could get in trouble with the law and that would interfere with a lot of things include his interest in his girlfriend.
