It probably would for a while...but then anything painted with big eyes would probably do the same. Also hang some fluttery things on your porch...the sudden movements would keep birds away. Old aluminum pie plates work well but dont look too great. And you could try putting up some wire mesh over the places they get in and use. Good Luck.

Fake owls are decoration for birds to land on.
Ditto rubber snakes.
To keep them out of the soffit: ball up some old window screen or chicken wire and stuff it into the holes. That'll keep the dang House Sparrows out, too.

The owl statue trick worked for us... for a while anyway. You have to keep moving the owl every few hours or they will catch on. I got tired of moving it and the birds wised up.

Sometimes it does work, but not always. And it usually just reduces the population but not completely. Since they are starlings I believe that it might work better than it does with larger birds. It's worth a try since they aren't expensive. I hope it works well for you. We used one on base and it worked well. When we bought our house it didn't work as well with the larger crows.

Buy a cat, or hang disposable pie tins from a short dowels and staple them to the side of the deck. The constant spinning and glaring light reflected from the tins will keep them away. Gardeners use this "scare crow" method to keep the birds out of gardens.

They keep out smaller birds that an owl would consider prey BUT they will attract crows who just go nuts for owls and try to attack them.
