Yes, that's the way they'll make you get insurance and they secure you from been in the street, driving without insurance. This method is use to protec both, you from having an accident without insurance and then you'll have to pay every thing and the others from you in case you aren't able to get paid by you.

Depends on where you live. Sometimes you'll
get a warning and pay a little because of the tag
fine. But both offences?? Here your car would be not only tagless but in the impound lot!!

yes here in the state of Pennsylvania they can take the tag and you can loose your license
