The Windows Picture and Fax Viewer is built into Windows and should display jpg's by default. This is the Default photo viewer in XP.
If not, right click on any jpg file and click on "Open with".
Then, choose Windows Picture and Fax Viewer or choose any recommended program from the list.

The 'norm" is what you , yourself decide.
With just a bare install of WIndows Microsoft will open it in Paint.
Others use Photoshop , Photoshop Elements , The Gimp , Irfanview etc etc.

Usually the Viewer under Windows, the Fax Image Viewer; But it can be whatever is convenient
On One PC I use, I have Netscape open it.
On another PC I use Photoed to open it. Can be whatever you want

You can use any basic image editing program. I use Jasc Paint Shop Pro. Or you can go to your internet browser and select File to Open and then open your picture.

Most of the answers here are correct. I have mine set to Internet Explorer because of the resizing button that appears "automagically" when I put my arrow over the image. :)
