What you're really wanting to know is if your painting of a Native American chief was done by some famous artist and worth a lot of money to collector? But you phrased the question wrong.

ALL ART IS WORTHY to someone somewhere. NO ART IS WORTHLESS as long as there is someone, somewhere who would like it enough to want to hang it in their house.

Just because that Bill Frampton (or whomever) might not be well known or collectible by the rich doesn't mean the painting is worthless. Ask yourself this: Do I enjoy looking at the painting? Is it well done? Is it good art and not some amateur effort? Do you respect the talent and effort the artist put into their work? Answer these and you'll answer your own question.

Have you tried doing a search on the internet? I had two little paintings bought at a car boot sale and when I looked them up on the net I found out they were worth quite a lot of money!!
