What a great question.
The devil is portrayed in South Park as the boyfriend of Saddam Hussein, but he still gets the busy when the World is at its weakest. Then he gets all compassionate.
Apart from that unusual portrayal, the devil seems to be have extraordinary powers. Why weren't these powers taken from him or why aren't they neutralised by some general protective blessing?
Maybe the devil isn't more powerful, he just can't help but show off. There may be more powerful beings who are quiet achievers.
But your point about creating an enemy, then magnifying the enemy, then calling for the defeat of this powerful enemy by all "right-thinking people" does have a certain resonance with subjects from the Soviet Union to Al-Qaeda. How else could rights be removed by the State in its quest to protect them?

It was not always so; the medieval mystery plays sometimes portrayed Satan as having an enormous rear end, filled with fireworks, which would then be ignited onstage by an imp. Talk about infernal gas!
A modern example I remember involved Saturday Night Live and a guest appearance by Captain Jean-Luc Picard himself, Patrick Stewart! He was dressed as the traditional devil, but his underlings did nothing but laugh at him, and say "oooh, what are you gonna do? turn me into a monkey or something?" The tradition of making fun of Satan to defuse his perceived power is centuries old. I think many people take Satan so seriously that they give him too much power. Cheers!

I have yet to see one movie where he is portrayed as more powerful than God,I have no idea what movies you are watching,and I watch alot of movies so please name me one. As for him being powerful I say this,if you believe in what the Bible teaches then him being powerful should surprise you not in the least,unless you don't even understand your own religious texts. Satan/Lucifer was the highest of the Arch angels at the time of his fall,he was in other words the second most powerful creature in all creation essentially,at least as powerful as any other Arch angel and most likely more so. Ther is not one word that says God took any of that power away from him when he cast him out,he simply cast him out,so of course he is powerful. Hard to believe that the "believers" are the ones who find this concept the hardest to grasp.

Most films tend to follow a similar (at the very basic level, anyway) format - the bad guys looks like he will triumph all through the film until right at the end, when the good guy suddenly turns the table and wins.
When Satan is the bad guy, he will look to dominate all through the film. However at the end of the film, he will (almost) always be defeated.

As Lucifer the Day Star, Satan was at one time the second most powerful being in the known universe with authority over an unbelieveable number of angels. When he was created, it is written that he was created perfect in beauty and wisdom(knowledge). Also, Satan was given an anointing(consecration) that he still has to this very day, giving him extraordinary powers. The most formidable weapon that Satan has in his arsenal is that of persuasion and he uses it almost flawlessly.As Satan interacts with humanity, he uses his tremendous powers of persuasion to deceive and lead man's thinking in a direction that is opposite that which God would have us go, hence the name Adversary(Satan). Satan is portrayed in movies as powerful, but I've never seen a movie where he was portayed as more poweful than God. If power is defined as the ability to act in accordance with one's will without restraint, then I can tell you that Satan is no more powerful than you or me. He just has a greater range or scope of area to operate in. I'm not sure that I would want to bet my soul in a debate with him (he is a liar) on his turf, but in the presence of God I'd be delighted to do so. Satan's operations are world-wide, yes he can perform miracles, but most of his stuff is little more than Hollywood glitz and glamor and only the weak-minded are taken by surprise at his little bag of parlor tricks. Anymore, he's just an over-glorified magician's act with a real sharp tongue impressive only to those who care to listen to his whispers.

The Devil is very powerful and influential but has always been in competition with God. For that reason, he was thrown out of heaven. God doesnt have to prove Himself to anyone, least alone the Devil because the Devil himself knows who God is and just how power God is.

The devil has great power, but he has nothing on God. He was gods creation, one of the most beautiful, in charge of music, but he thought he could be better than God, and for that God cast him out!
Notice we spell God with a capital, but not devil?
