I too walk a four mile loop around my community, but lately have not been able to get it below 48 minutes.

In general, I agree with samiam246's response that to really be considered power walking, and not just lolly gagging along, you need to walk at least 4.5mph, (maybe 4mph for a really short person).
When I was in better shape I was able to get my 4 mile time below 44min and my 5 mile time below 56 min, so I applaud the walker above [Kayak Girl] that claims she can walk 4 miles in under 40 min. That's an excellent pace.
The race walkers you see in the Olympics, walk as fast as I use to be able to run a 10K, (in the 42min range) making their mile times around 7min/mile or 8.5mph

I power walk 4 miles a day...I could do 4 miles in less than 40 minutes

I power walk on a treadmill and depending on your stride it would be about 6.5 kms/hr.
