most times when a man approaches her and starts being friendly toward her that she thinks he's hitting on her? I find that these days I'm beginning to think that I have to preference anything I have to say to them with "I'm not actually hitting on you" Have women become that paranoid that they think men want more than conversation everytime they say something to a strange woman?

Some women may think that, and those that do seem to have an over inflated ego. They think everyone wants them. But it could also be the way you are approaching them. Some men just naturally came across as flirting. Sorry I couldn't really be of help I never think someone is hitting on me unless he actually asks me out.
