Sure.

Here's three different translations.

YUSUFALI: But (even so), if they repent, establish regular prayers, and practise regular charity,- they are your brethren in Faith: (thus) do We explain the Signs in detail, for those who understand.
PICKTHAL: But if they repent and establish worship and pay the poor-due, then are they your brethren in religion. We detail Our revelations for a people who have knowledge.
SHAKIR: But if they repent and keep up prayer and pay the poor-rate, they are your brethren in faith; and We make the communications clear for a people who know.

Here's my explaination, this is just a brotherhood between theists. If they are as righteous as you in their religion, they are our brethren. Specificly, "they" that is mentioned are pagans, but this can also be applied to people of other faith such as Jews, Christians, such and such.

The only predicted that September 11th will happen & it did , The Quran does not indicate or say that muslims will be responsible for it. The Quran has made many predictions & all of them have come true.

COPY THE INFORMATION BELOW INTO A WORD DOCUMENT & READ THE INSTUCTIONS

The Secret behind the number 11 - Pretty Chilling
Read to the bottom. Try it out. I did and I got goose bumps
If you are a sceptical person - still read on as it's actually very interesting!!

This is actually really freaky!! (Mainly the end part, but read it first)
1) New York City has 11 letters
2) Afghanistan has 11 letters.
3) Ramsin Yuseb has 11 letters. (The terrorist who threatened to destroy the Twin Towers in 1993)
4) George W Bush has 11 letters.

This could be a mere coincidence, but this gets interesting:
1) New York is the 11th state.
2) The first plane crashing against the Twin Towers was flight number 11.
3) Flight 11 was carrying 92 passengers. 9 + 2 = 11
4) Flight 77 which also hit Twin Towers, was carrying 65 passengers. 6+5 = 11
5) The tragedy was on September 11, or 9/11 as it is now known. 9 + 1+ 1 =11
6) The date is equal to the US emergency services telephone number 911.
9 + 1 + 1 = 11

Sheer coincidence..?! Read on and make
up your own mind:
1) The total number of victims inside all the hi-jacked planes was 254.
2 + 5 + 4 = 11.
2) September 11 is day number 254 of the calendar year.
Again 2 + 5 + 4 = 11.
3) The Madrid bombing took place on 3/11/2004. 3 + 1 + 1 + 2 + 4 = 11.
4) The tragedy of Madrid happened 911 days after the Twin Towers incident.

Now this is where things get totally eerie:

The most recognized symbol for the US, after the Stars & Stripes, is the Eagle. The following verse is taken from the Koran, the Islamic holy book:

"For it is written that a son of Arabia would awaken a fearsome Eagle. The
wrath of the Eagle would be felt throughout the lands of Allah while some
of the people trembled in despair still more rejoiced: for the wrath of the
Eagle cleansed the lands of Allah and there was peace."

That verse is number 9.11 of the Koran.
Unconvinced about all of this Still ..?!

Try this and see how you feel afterwards, it made my hair stand on end:

Open Microsoft Word and do the following:
1. Type in capitals Q33 NY. This is the flight number of the first plane to hit one of the Twin Towers.
2. Highlight the Q33 NY.
3. Change the font size to 48.
4. Change the actual font to the WINGDINGS 1
What do you think now?!!

HABAYEB THE ABOVE IS NOT MY FINDINGS - i am merely showing what researchers & scientist have come up with, i never said the above was correct, it was just something that i wanted to show - how people misinterpret what they read.

9:11 - But if they repent and establish worship and pay the poor-due, then are they your brethren in religion. We detail Our revelations for a people who have knowledge.

This portion deals with the sanctity of treaties and lays down principles, rules and regulations which must be kept in view before breaking them, in case the other party does not observe them sincerely. This portion was revealed in Zil-Qa'adah A. H. 9 or thereabout. As the importance of the subject of the discourse required its declaration on the occasion of Haj the Holy Prophet despatched Hadrat Ali to follow Hadrat Abu Bakr, who had already left for Makkah as leader of the Pilgrims to the Ka'abah. He instructed Hadrat Ali to deliver the discourse before the representatives of the different clans of Arabia so as to inform them of the new policy towards the polytheists.

11. But if they repent, perform the Salah and give the Zakah, then they are your brethren in religion. (In this way) We explain the Ayat in detail for a people who know.) Allah admonishes the idolators and encourages the believers to fight against them because,

(They have purchased with the Ayat of Allah a little gain,) idolators exchanged following the Ayat of Allah with the lower affairs of life that they indulged in,

(and they hindered men from His way), trying to prevent the believers from following the truth,

(evil indeed is that which they used to do. With regard to a believer, they respect not the ties, either of kinship or of covenant!) [9:9-10]. We explained these meanings before, as well as, the meaning of,

(But if they repent, perform the Salah...)

Oh this is the famous urban legend.

Its completely unrelated to 9/11 event.

9:11] If they repent and observe the Contact Prayers (Salat) and give the obligatory charity (Zakat), then they are your brethren in religion. We thus explain the revelations for people who know.

I cannot answer this but I read the answers and many people could. I am answering to say that your question does have validity. If Muslim religion is being used as a reason to attack us then we must understand why.It is good for all of us to be informed.

I see that Adia has already quoted the Qua'ran on that verse.

I do hope that you are not trying to do the 9/11 connection, because it's becoming so very cliched.

It is not "chapter" it is "sura". Sura # 9, called: Altawba, verse (11) is all about the idol worshippers who refuse to worship God. It says: "If they repent, do the prayers and pay the charity, they are your brothers in religion, we explain our verses to those who know". This is my translation. It means, that: if the ifedals embrace Islam and do their dues, do not fight them and consider them your brothers.

[11] But if they repent, perform As-Salât (Iqâmat-as-Salât) and give Zakât, then they are your brethren in religion. (In this way) We explain the Ayât (proofs, evidences, verses, lessons, signs, revelations, etc.) in detail for a people who know.
