Very doubtfull, you may be able to pick up an old mig-21 or older jet for a couple of million but the USA or Russia would never let one of their modern fighters go to a private citizen. By the way a su-30 can range from 32-35 million dollars depending on what extra you want.

There are many owners of jet war birds. In Vermont a local collector has owned and flys a MIG-17 and 21. As to owning a brand new plane I doubt it as the country involved would not want the plane to be picked apart by the CIA or some other intell group until the plane gets some serious flying time behind it.

It is quite possible to purchase a fighter. Don't expect to get your hands on an F-15 or 16, or any of the newer machines, though. Most especially since the events of 9/11. You also have to understand that anything you buy from any government is going to be at the end of its life cycle and therefore prone to structural failure inflight. Unless you have unlimited funds at your disposal, why not look into buying one of the little L-39s, or even the L-29. Fighters are extreme machines, inherently unstable, and subjected to heavy usage. The airframe would need to be gone over with x-ray and intense inspection or you're going to kill yourself. Contrary to popular belief, these are not toys that the rich can amuse themselves with. Even Jackie Cochran was a military pilot before she set the records with her F-104.

Dont expect any of the current generation aircrafts for sale.
Some privately owned F-104s are supposed to be there in the US . Mig 15s and an F86 Saber are known to be owned by private collectors. So are the EE Lightnings.

In the US, generally NO. There are a few very rare exceptions but these require a special waiver and license from the US government, and several federal agencies. Generally the planes have such high performance that w/o weapons they could still be a real hazard to other aircraft.
