This may be a learning disorder such as dyslexia. Or it may be something related to attention deficit disorder. I have had this problem my whole life and find myself reading the same paragraph over and over again until I can finally understand it. It my situation it is related to lack of focus and attention while I am reading. As I get older, I am learning to SLOW down when I read and put all of my focus and attention into the page and words. If I am distracted, I will not digest the information.

How old are you? You should add an edit to your post indicating your age, education level, work situation, and if you wear glasses. You may want to consider talking to your family doctor about this because there are things that can be done to help you depending on the severity of this problem. And, if it is related to attention disorder it is likely affecting other areas of your life as well.

I would also mention that you should get an eye exam and tell the eye doctor about this problem. Interestingly, if your eye muscles are straining to keep the words in focus for you, this may be distracting enough to the brain to inhibt your retention and focus. I noticed a big difference when I got my vision corrected with glasses even though my prescription is very slight.

Well there are so many reason that could be. One, you may not be able to read the words normally, they may be appearing backwards to you, and since it has been that way all your life, well you would have a problem. Another is that you can not get into what you are reading, or are not intersted in the subject that you are reading. Some people learn better with sight, others, by just listening, others, by hands on, not all people learn the same way, and that is why some people can not listen to a teacher explain how to do something, when they can just look and do it, while others will need to have it explained shown how to do it. Everyone is different, you need to find out which kind you are, sight, hands on, listening, or just doing it by yourself.

It could be a visual processing disorder.
Which basically means your eyes don't want to follow the print on the page properly and therefore your mind is unable to make much sense of where the eyes go.
There are some excellent resources out there, but first, make sure this is what you are dealing with.
It certainly is possible, that you may want to practice some focusing techiniques.

Some people have verbal memories, others have visual ones. Read it quickly first, just scanning the main words. Then reread it slowly, looking for the interaction of those main words. Rewrite your notes in different wording, later. Review the next day, week, and several weeks later.

Maybe you are reading books that are beyond you and you need to read books you can understand, and if that does not wrork go to a doctor.
