Eye contact is assumed to show interest, and they have no way of knowing you didn't mean anything by it. Maybe you were daydreaming and they wandered into the spot your eyes were focused on, but since no one can read minds they assumed you were looking at them.
Just smile politely and move on. But, keep in mind how well this works next time you see a strange man you are interested in :)

I dot really know , but isn't uncomfortable and not to mention creepy maybe its because their pathetic and desperate and just a girl looking in their direction makes them think they have a chance how lame

Because by looking at him you are telling him that he is interesting therefore he make use of opportunity since he knows he won't struggle to put his massage accross

i've experienced it... i ignore most of the time, even if the man could be hot or good-looking cause you never know how they might be... but i know many would flirt back, but it's just me (being conservative and all) to ignore the guy..

because he will think you are looking at him because you like him , but i dont think it will happen because of an accidental look maybe if you kept looking at him he will
