No. It certainly does not. If you think about what you have asked, you could have said " does plastering the walls contribute.... ", and it would have made the same sense?/?? After all artex is only a kind of plaster coating isn't it?

Artexing the walls would not be responsible for causing damp to appear. The damp that is showing through has come from outside the house, either through the walls or up from the ground. PS don't use artex it's horrible, just plaster and pint.
