a man saying that to a man, is just plain weird, in 43 yrs of life i have never ever said that
now a man saying that to a woman, he's telling her what she really wants to hear, what is is actually doing is laying a path to her knickers

1st: they want more than to be just friends.. attraction plays a part i guess. in their mind they hope sooner or later, they can be MORE than just friends or maybe just getting laid
2nd: they find you genuinely attractive be it personality or physical look, they want to get to know more about you... curious feeling whether she might be the girl he hv been searching for all these years
