Assuming that the average hotel size is 100 rooms, the calculation would be on cities with over 1000 hotels.
Hoteliers would better answer this question and do their economic feasability studies on a combination of tourist and business activity. There would be a "rule of thumb" to estimate this answer, but i prefer to just give you an insight:
