Pigeons, parrots and parakeets of all sorts feed their young a "crop milk" . This is food which has been ground down to a soft consistency in the gizzard then reguritated for the young.
No bird actually lactates as a mammal does but there are mammals that lay eggs and then lactate such and the echidna and the duck billed platypus.
I actually hand rear parrots by adapting the feeding habits of these baby birds and by using a syringe and special mixes to feed them I raise them to adulthood. care sheets are pictures are avilable on my web site

No birds give milk. As another poster said, some birds like pigeons give "crop milk" but this is not milk like mammals give. In fact, birds are lactose intolerant.
Penguins feed fish to thier young. Budgies, cockatiels, and other birds feed what they eat to their young.
Duck billed platapus (sp?) is not a bird. It is a very strange mammal, not only does it lay eggs and give milk, it is also poisonous. The males have spurs on their hind legs that secrete a poison.

To the best of my knowledge there are no lactating oviparous avians. The duckbilled platypus in Australia is the only oviparous land dwelling creature that lactates that I know of. Bats bear live young, not eggs...sorry.
