Dang people are harsh on here. I love dogs, and my dogs had the same problem when we were not home. Although we never left them alone for more than seven hours at a time, we started leaving the TV or Radio on, and my neighbor said that when we did that they never once heard anything. Make sure when she gets home the dog receives affection and gets plenty of exercise. If she does not do that, than I could see her as a unfit owner, but if she makes the attempt and the dog still barks uncontrollably get a better collar. It isn't inhumane, it is more of a teaching method.

the dog is bored. it is calling out becasue it is lonely. putting an anti bark collar on it is not solving the problem. your friend needs to ask herself why the dog is bored? - because it is left without stimulation and companionship day after day. jack russels, while small, are active dogs. if this behaviour is left untreated for much longer, the dog may take the next step and become destructive. why? becasue it is bored. far more entertaining digging holes or chewing the couch than sitting around.
there is not one simple cure- all solution. adding a radio or tv is a start. getting someone to come in for an hour in the middle of the day will help break up the day. and getting a variety of toys and rotating them. don't leave all the toys out everyday becasue they will end up not playing with all of them and they will be overlooked. also, hide a treat filled kong or cube in different places.
and your friend may consider getting a dog or cat companion for the jack russell. dogs are pack animals and most love the company. do remember that if your friend does bring in a new animal, she must be there to introduce them and monitor their
interactions if any fights were to happen. this can take a while.
a rescue will be able to find a suitable match for the existing dog and offer tips on introducing the 2 and what is needed in the home for multiple dogs.

Suggest doggie daycare.

Most likely the dog is barking for one of the following reasons: he's bored, he's lonely, he's stressed out about being alone, he thinks his owner isn't coming back, he's hungry/thirsty ... .

Does the dog get plenty of exercise at night and on the weekends when your neighbor IS home? If not, the dog has too much pent up energy and is expending it in one of the only ways available to him -- which is to bark obessively. Rigorous nightly exercise may help the situation somewhat, but I'd still suggest doggie daycare for this pup.

In this situation, by the way, an anti-bark collar is sort of a joke. The shocks provided could just escalate the dog's anxiety and frustration and if not make the barking worse, would contribute to new and other bad behaviors, such as tearing stuff up or peeing on the carpet.

He is a Jack Russell - clever little dogs but they need loads of exercise and stimulation. He will be incredibly bored at home all day. She could try taking him for a good long walk every morning before she goes to work to make him more tired and relaxed.
Going home at lunchtime to let him out and exercise him again may help too, (or getting someone else to do this) as may providing him with some things to play with, chew toys, or one of those Korg things that you can put some food in the middle of... takes a lot of time for the dog to get it out!

Report her to the council dog warden, as her poor little dog is being neglected, causing itself great distress and the neighbours. This seems harsh, but the warden should be trained in dealing with these situations and will hopefully provide her with advise/support on training and care of her dog.

In any given situation, focus on what you do want your dog to do instead of on whatever he’s doing wrong. Learn how to train your dog https://tr.im/gsrNo

For example, suppose that on many evenings, your young dog gets busy looking for trouble just as you’re digesting your dinner. He grabs a boot from the mat by the front door and gallops through the house with it. You yell at him and take it away. He grabs its mate. You yell and take it away. He heads for the kitchen and starts checking out the counters in case something tasty’s been left behind. You chase him away. And on and on, until you’ve lost your temper and torn out clumps of hair you can ill afford to lose.

I suggest your friend should not have a dog at all if it has to be left alone for such long periods. This is torture for a dog. She needs to find a new home for it, or get a dog sitting service in, or find a friend to a look after it during the day.

The dog is bored from being left alone too long.

If she's out all day she shouldn't have a dog.

anti-bark collars are cruel. get him a companion, or I have also heard he needs more exercise to wear off his boredom. so when she is home in the evening, take the dog for walks, play with him more, go to the dog park or visit canine pals and he may be more satisfied to stay home by himself during the day. Also, get him a "kong". its a rubber toy you fill with treats and the dog has to work at it to get the treats out-keeps him occupied.
