Conceptually its the citizens who constitute the state. Government, as an instrument of the state is subservient to citizens. An average citizen hence should enforce her citizenship upon the state forcefully, her actions based on the constitution. She should enforce her rights, duties and responsibilities. She should refuse to be even looked down upon as a consumer of a government service - because it is equal to undermining of the constitutional obligations required of a citizen. Eventually a state should prioritise its actions based on the needs of the citizens - where it gives more priority and weightage to the voices of underprivileged, marginalised and women. Coordinate is very mild a word, it will get u no service in India. U have to literally sit on the head of the govt. service providers, threaten them, bribe them, humor them etc. only then they provide some service, which is far from good service.

Citizens can use two very effective tools to get service from them:
1. RTI Act - allows you to request information from government. This information can then be the basis of dealing with government or to fight the government in courts.
2. Department of Administrative Reforms has a website: http://darpg-grievance.nic.in/ from where you can register your grievance. They send notices to the government agency which is involved.
In addition to this we should all effectively counter Corruption. Anti-corruption Bureau is a good place to lodge your complaint.

Paying taxes in time,voting goodpolitician during election,raise your voice regarding your rights before apporiate forum when intervened by govt_, look at the issues logically, appreciate good iniatives by govt and condem wrong deeds etc

Govt. should listen to all problems of all citizen.
Post office should all letters free of charge and forward to concerned deptt. for action.
