What worked for me was keeping the pet in a pet carrier with food and water and only letting them out to play and potty. It took a little time but was well worth it. Be patience and only get them out of the carrier to play and to go potty , then put the little guy back in.

It seems like a lot of the tiny breeds have this problem. Some of them just can't seem to go outside. You can walk them around the block all day and soon as they get back in the house they have to go to the bathroom. Maybe the great outdoors intimidates them and they feel more safe and comfy at home. Use a training pad and then gradually move it closer to the door and eventually outside. That might work.

Crate training is the most effective way to housetrain. Get a carrier that is comfortable, but only big enough for treats, toys and the dog to sleep comfortably in. Put in a comfy blanket or soft towel to sleep on. Initially, keep him in there for most of the day, with time out supervised only. When you take him out, immediately take him outside to potty. Play with him, feed him, more potty time then back to the crate. Gradually increase time outside of the crate, supervised constantly. Watch for any signs of getting ready to potty and get him outside immediately. Most dogs love their crates and feel it is a safe place to be. Many like to sleep in them. If they are frightened, they will go to the crate.

don't pop the lil' guy. It only makes the inbred pee more. Take him outside more and praise him/her when the deed is done. When pee happens indoors...it might be your fault. A dog is a baby at that age so you need to look for the signs. No water late at night. Look into a dog training book. Again, praise is way more affective than owies. Never rub poochie's nose in pee. That is so uncool, no matter the species.

Kinda like children... For a little while bring him outside often, as much as you can. When he does go to the bathroom outside, praise him and let him know what a good boy he is. Make it a big deal everytime he goes in the correct place.
