There are 3 main reasons:
(1) They are too angry to think clearly
(2) They think someone has wronged them and try to get even
(3) They are just rude most of the time, it's part of the personality and a really bad habit
In all the above cases, they don't consider if they have the right, they just do it out of a quick reaction and interaction, it happens all the time in internet forums (a public place as well even real identities may be hidden)

I have to say I have insulted someone in public before. I stepped into the ladies room at the local mall right after a woman came out with her 5 year old son. She evidently let him pee all over the seat and did not make him clean it up. I asked her as she was washing his hands if she would wash the seat when she was finished.

I wish you were more specific about this. One possibility is what the other answerers have said, that they want to show their own superiority by putting someone else down.
The other possibility is, that the first person's breach was so horrifying that the second sought to educate them as to proper behavior immediately, so as to cease any further embarrassment.

Beacuse they are nasty people. One should not insult someone in public, or private. They should talk about what is bothering them about that person. Discuss it as an adult.

People think that they seem more dominint if they do it in public. Usually these people are weak, and fear that if they did it in private they would get beat down.

Snotty people like that have nothing else better to do than put other people down to make themselves feel better.

i am that ****** that does that...but then again i hang around other ******* that do the same to me. If you can't make fun of your friends to their face...then why the hell are ya hangin out with 'em :) however when in the company of non ******* I'm as sweet as pie.

they are trying to make themselves look kool by puting another person down . geting attention this way is all they know .

persons especially superiors do this bcuz they are insecure,selfcentered or inconsiderate and want to let other persons know that tyeh are in charge
